近期，围绕微信支付上调民生银行卡提现和转账的手续费一事，微信支付和民生银行之间针锋相对地打起了“嘴仗”。这使得微信支付的收费问题再度成为公众关注的热点。北京青年报记者调查发现，这起涨价事件可以理解为，微信支付希望通过提高对民生卡用户在提现和转账方面的收费来弥补自己在民生卡快捷支付消费方面付出的成本。

11月18日，微信支付发布公告，上调向民生银行卡提现和转账的手续费。公告特别指出，此次调整基于民生银行快捷支付手续费过高带来的成本压力。11月23日，民生银行在其官方APP回应称，自与财付通合作快捷支付业务以来，未向该机构及其客户收取任何提现或者转账手续费，微信宣称的费用调整与其无关。昨日，微信支付再次声明，此次收费规则的变化，针对的是民生银行向微信支付收取的快捷支付手续费成本。
微信和民生银行究竟有没有谁没说实话？用户每次微信支付时有没有被收钱？谁在哪个环节收钱？对于这些大家关注的疑问，北京青年报记者对业内人士和相关方面进行了详细了解。
起因
微信支付提高民生银行提现费率50%
11月18日，微信支付公告称，由于民生银行快捷支付手续费收费较高，基于成本压力，从微信零钱提现或转账到民生银行卡需要在服务费0.1%的基础上加收0.05%附加费，共收取0.15%服务费（千分之一点五），单笔服务费不足0.15元的，将按0.15元收取。本次调整仅涉及民生银行卡。
不难看出，从千分之一上调到千分之一点五，虽然费率本身很小，但上调幅度却有50%。也就是说，同样金额的提现或转账，今后用民生银行卡的用户比其他银行卡的用户要多花一半的手续费。
回应
民生银行称从未收过提现转账手续费
微信支付的公告矛头直指民生银行，引起广泛关注。5天之后，民生银行终于在APP中推送一则《关于微信对提现或转账至民生卡收费调整的说明》。说明回应称，“我行自与财付通合作快捷支付业务以来，未向该机构及其客户收取任何提现或者转账手续费。”民生银行同时称，近期微信对提现或者转账至民生卡客户收费规则进行了调整，这是财付通单方商业行为，与民生银行无关。“目前，个人客户通过微信提现或转账至民生银行借记卡，我行不收取手续费，且通过手机银行APP、网银进行的个人账户本行、跨行转账亦为免费。”民生银行方面表示。
反驳
微信回怼民生：快捷支付手续费成本太高
昨日，微信支付直面民生银行的声明，再次进行回应。微信支付方面强调，此次收费规则的变化，针对的是民生银行向微信支付收取的快捷支付手续费成本。对于微信支付绑定民生银行卡的用户，每使用一次快捷支付消费，民生银行都会向微信支付收取手续费，且手续费相对其他银行较高。由于成本压力，将提升从微信零钱提现或转账到民生银行卡的服务费。为了节约提现成本，用户可选择绑定其他银行卡并提现。
微信方面同时表示，自微信支付上线以后，微信支付一直承担着银行快捷支付手续费成本，2016年迫于成本压力，开始收取提现服务费，但不会以此作为平台的盈利手段。此次费率调整也是基于民生银行较高的快捷支付手续费压力。
分析
民生和微信到底孰是孰非？
不过，民生银行和微信支付的共同用户张小姐看了相关报道后对北青报记者表示自己“一头雾水”。张小姐的疑惑是：“微信说民生收费高，民生说根本就没有收费。那它们之间肯定有没说实话的。可是我想来想去，都是这么大牌的企业，不可能对公众撒谎啊？”
就张小姐的疑惑，北青报记者采访了一些业内人士，终于搞清楚症结所在：其实双方都没有撒谎，但强调的收费项目并非同一范围。
微信支付强调的是民生银行在快捷支付的消费方面收费太高。简单讲，就是大家平时在线上、线下买东西、打车等消费支出时用微信支付，如果绑定的是民生银行的卡，民生银行会就每一次付款向微信收取手续费，但是这笔手续费与消费者无关，完全是微信承担的。这类支付每家银行都会向微信收费，但是民生银行的收费比其他银行高。
大致可以类比为，持卡人在线下刷卡消费，买100元的东西刷100元的卡，不会为此多付一分钱手续费，但商家会因此承担一笔手续费支出，最后入账的钱要少于100。而民生银行向商家收取的刷卡手续费比其他银行高，所以商家就不乐意了。微信就相当于这个例子里面的商家。
相比之下，民生银行说的是“未向该机构及其客户收取任何提现或者转账手续费”，没有提消费的事。也就是说，民生卡的用户用微信支付进行转账或提现，民生银行既不收持卡人的钱，也不收微信支付的钱，但是民生银行并没有否认在消费支付时向微信收费。
因此，这起调价事件可以理解为，微信支付希望通过提高对民生卡用户在提现和转账方面的收费来弥补自己在民生卡快捷支付消费方面付出的成本。民生银行的收费究竟比其他银行高多少，导致其成为微信支付唯一涨价的银行？微信支付方面昨天并没有具体回答北青报记者的这一问题，只是强调肯定高一些。而民生银行此前在声明中表示，按照监管要求，民生银行与第三方支付机构合作的快捷支付业务，今年已接入网联“断直连”，无论合作方收费规则如何变化，该行从未做过价格调整，而且早前的定价符合行业标准。

微信支付已多次调整收费政策
从公开报道看，这并非微信支付第一次公开抱怨银行收费高。2016年3月1日起，微信支付开始收取提现服务费。当时公告称，从3月1日起，微信的每位用户终身享受1000元免费提现额度，超出部分按银行费率收取手续费，目前费率均为0.1%，每笔最少收0.1元。
为什么从微信零钱到银行卡提现“免费”变“收费”？当时微信给出的解释是：基于微信支付的每一笔交易，只要从银行卡扣款，事实上不论金额大小，银行都要向微信支付收取交易手续费。这些成本一直都由微信支付承担，随着微信支付用户量和交易量逐步升高，成本压力也越来越大。此次策略调整也是希望能补贴一部分巨额成本。
在2016年3月，腾讯公司董事会主席兼首席执行官马化腾也曾在接受媒体采访时表示，银行快捷支付到第三方支付都是有千分之一的成本在里面，这个成本一个月超过3亿元。随着微信支付的客户数量和交易量日益增大，可以想象微信支付现在的成本应该远高于3亿元。
